Structure Tax Preservation Exemption

Overview
Ordinance 03-28 was approved by the City Council on September 3, 2003, and was enacted to provide an ad valorem tax exemption for structures in need of tax relief within certain Historic Districts in the City of Rockwall. Specifically, this ordinance is applicable to structures within the Southside Residential Neighborhood Overlay (SRO) District, the “Old Town Rockwall” Historic District and for properties that are designated as Local Landmarks as depicted in the map below.

If approved, residential buildings and Local Landmark properties shall be certified to have the assessed value for ad valorem taxation “frozen” for either a period of five (5) years if the amount of the project is $5,000.00 or greater, or for a period of seven (7) years if the amount of the project is equal to or exceeds 25% of the assessed value of the improvement. The exemption would begin on the first day of the tax year after verification of the completed construction.
