- Historic Medallion Program
Ordinance 03-28 was approved by the City Council on September 3, 2003, and was enacted to provide an ad valorem tax exemption for structures in need of tax relief within certain Historic Districts in the City of Rockwall. Specifically, this ordinance is applicable to structures within the Southside Residential Neighborhood Overlay (SRO) District, the "Old Town Rockwall" Historic District and for properties that are designated as Local Landmarks as depicted in the map below.
If approved, residential buildings and Local Landmark properties shall be certified to have the assessed value for ad valorem taxation "frozen" for either a period of five (5) years if the amount of the project is $5,000.00 or greater, or for a period of seven (7) years if the amount of the project is equal to or exceeds 25% of the assessed value of the improvement. The exemption would begin on the first day of the tax year after verification of the completed construction.
In 2012, the Historic Preservation Advisory Board (HPAB) adopted an official Historic Medallion that can be displayed on Local Landmarks and Contributing Properties for the purpose of increasing awareness of the City's cultural and historical assets. It is the intent of the Historic Medallion Program to promote preservation of these assets, while recognizing properties that have a significant value within the community.

The medallion is a 10-inch, bronze colored, oval shaped placard that will display (1) the year the structure was constructed, (2) the property number, and (3) the words "Historic Property" and "City of Rockwall". The medallion is intended to be attached to the structure in a location that is visible from a street or sidewalk.
The long-term goal of the Historic Medallion Program is to promote heritage tourism and education by creating a historical tour of the City's Local Landmarks and Contributing Properties. Through the use of the City's website and the medallions property ID an interested party will be able to reference the historical significance of the property and further their education of our communities' heritage.
In order to be eligible to display a Historic Medallion a property must be classified as a Local Landmark or Contributing Property. If your property meets this requirement, please fill out the application below. You will also be required to attend a Historic Preservation Advisory Board (HPAB) meeting to make a formal request to be included in the program. Currently, the program is funded at the owner's expense and information related to cost will be provided at the time of submitting an application.
