Strategic Planning

 
The Strategic Plan contains seven focus areas to guide the staff in implementation of its strategic agenda, and the Balanced Scorecard is the framework for translating the city’s strategy into measurable action.

The plan outlines the city’s overall goal to have a progressive City with a “hometown atmosphere.” The concept of Rockwall as a “hometown” city has been an important element of strategic planning for more than 10 years, and it is incorporated in the city’s comprehensive land use plan, “Hometown Rockwall.”

The city’s mission statement explains the local government’s purpose:
“The purpose of the government of the City of Rockwall is to provide responsible leadership and the services and infrastructure necessary for a safe environment and a high quality of life for our citizens.”
