The Rockwall Fire Marshal Division is dedicated to providing our Residents, Contractors, and Business Customers with state-of-the-art permit management, plan review, and inspection services. Below is a list of documents and information that may assist you in construction projects, conducting or participating in special events, or obtaining a burn permit. Permit Submittals
Fire Permit Application
Effective September 19, 2016, the Rockwall Fire Marshal Division will be utilizing 3rd party plan review services to supplement our plan review process. See below for more info on how to submittal requirements, process, and associated documents.

The following types of plans will require plan review by 3rd party prior to submittal for permit:

  • Fire Sprinkler Plans for overhead systems- new systems and system modifications  not otherwise exempt  from permitting

  • Fire Alarms Plans -  new systems and system modifications  not otherwise exempt from permitting

  • Fire Sprinkler Monitoring Systems - new systems and system modifications  not otherwise exempt from permitting

  • Special Hazard Fire systems – new and modifications

  • Operational permits for Aerosol Products, High-Rack / Piled Storage, and Hazardous Materials

Work Exempt from Permitting:
Fire Sprinkler: Plan submittal and permitting is only required for alterations /modifications involving 20 or more sprinkler heads, alterations/modifications to the system risers, and/or special applications (i.e. water curtains). Minor fire sprinkler system modifications (such as adding fewer than 20 heads) do not require plan submittal. Work not requiring plans submittal: Contractors shall install a white service tag indicating location (i.e. Suite #) and scope of work.

Fire Alarm/Fire Sprinkler Monitoring Systems: Minor fire alarm system modifications (such as adding horn/strobe for fire sprinkler monitoring or expanded notification coverage) do not require plan submittal. Work not requiring plans submittal: Contractors shall install a white service tag indicating location (i.e. Suite #) and scope of work (i.e. “Added horn/strobe”).

Steps for Plans Requiring 3rd Party Review:
Step 1: Submit your plans to selected 3rd party firm for our approved firm list. (See below) If you would like to utilize an alternative firm, please contact our office for approval.

Contractor shall pay all fees associated with 3rd party review directly to 3rd party firm.

Step 2: Submit the following items to the Rockwall Fire Marshal Division for permit approval. Submitted plans shall bear the stamp and signature of the 3rd party review firm and the contractor’s design professional.

  • A completed Rockwall Fire Marshal Division Permit Application

  • An electronic copy (PDF) copy of reviewed plans and all associated documents

  • Send all above documents to FireInspections@rockwall.com or deliver a CD or Thumb Drive in person/ via mail to our office.

Step 3: Upon receipt and review of required documents in the proper format, a permit from the Rockwall Fire Marshal Division will be issued. You will be notified when your permit is issued.

Steps for Plans NOT requiring 3rd Party Review: (see above)
Step 1: Submit the following items to the Rockwall Fire Marshal Division for plan review & permit approval.

  • A completed Rockwall Fire Marshal Division Permit Application

  • An electronic copy (PDF) copy of plans and all associated documents. Send documents to FireInspections@rockwall.com or deliver in person/ via CD or thumb drive to our office.

Step 2: Upon payment of all fees and approval of required documents in the proper format, a permit from the Rockwall Fire Marshal Division will be issued. You will be notified when your permit is ready for pickup.

Outdoor Burning
There are two types of outdoor fires, open and contained.

Open burning is only permitted by the City of Rockwall for property owners with land parcels 2 acres and greater for the on-site burning of residential yard and garden debris and waste plant growth only. Trees, brush, grass, leaves, branch trimmings, or other plant growth may be burned on the property of which the material grew.

Contained fires would be a fire that is enclosed within an approved non-combustible container of some type. The container can vary. For more information on allowable outdoor burning, please see this informational bulletin. (click link to Info bulletin)
